Rust!

Both rear fenders on my 97 civic 4 door are starting to rust out. Is it easier (and cheaper) to replace the fenders or to just cut out the rusting spots and cover them back up

it's not easy to replace the quarter panel. There are patch panels that are sold would work well as long as the rust hasn't spread too much. patch panels would be the most cost effective way. there is risk that it will rust all over again though...
