don't know about fitment, but the only way(i think) you could change the mile's is to roll it forward, or if it's anything like my accord, you can completely take apart your instrument cluster's, remove your speedo and swap it into your new one, i've had to do this a couple time's. damm indiglo gauges lol

The Manuel Cluster might work but as you know, it doesn't have the Automatic Gears on the Cluster (park, reverse, neutral, drive, etc.)

It's against the Law to reduce the actual Miles on your Cluster

My Question is why isn't your Cluster counting Miles? Maybe it got disconnected from the Tranny?

Does the Spedo work?

yeah. like pata said, just the park, reverse, and bla bla bla gears wont be there if you got a manual cluster. but the cluster itself will work fine. i know it would for my car if it was automatic and i wanted a manual cluster. so im sure its same for you. you can pretend its a stick, and put a shift boot as well to cover up the plastic thing that says p r n d4 2 1. haha. but if you figure out how to change the miles on the cluster. keep me updated. :)

an idk about the dmv thing, i thought that once the car reached a certain age or mile's, they write exempt on the title??
